IOS 9 Update Seizes up Iphone 4 on Launch

Good Afternoon,

I tried to update my IPhone 4 to IOS 9 and it keeps crashing at launch now. It says the install was complete then says it just needs to update a few things. I get to the wifi set up page then the screen goes bright white, with an apple icon then I get a "slide to upgrade" option but it doesn't slide. I have tried hard reset several times with no luck. Anyone know how to get out of this?
