cannot turn off repeat message notifications on iPad iOS 9 / 9.1?

I have an iPad Air, running iOS 9.1 public beta (recently upgraded after being on the iOS 9 public beta). Ever since I started the iOS 9 public beta, repeat messages are stuck on 'once' not matter what other option I choose. Navigating to Settings > Notifications > Messages > Repeat Alerts. I try setting to 'Never' or any of the other options but it only stays on 'Once'. I have tried restarting, resetting, and doing a clean wipe and re install of iOS but NOTHING makes it go away!! Very frustrating and I find the repeat alerts are annoying. Anyone know a work around??

Your workaround for accepting to beta test is to report the issue to Apple using the included Feedback Assistant app that is installed when you install beta software on your iOS device.

Doesn't the Beta come with an app so you can send feedback to Apple? Other than that, I think the only thing you can do is restore your phone and install iOS 9 (NOT beta). This will help you if you want to go back to the current iOS version: About iOS beta software - Apple Support

Tired going back to 9.0 which is no longer beta... and it still stuck. Guess I'll just deal with it and maybe it will get fixed when 9.1 is officially released. Thanks for the help.
