iPhone 4s stuck at swip to install ios9

I Followed on line instruction. After pressing Restore I am prompted to go to iCloud settings on my iPhone and turn off find my iPhone before restoring my iPhone however I can't even access my phone what do I do?

Go to iCloud.com and log in and remove the device from Find my iphone

you may have to turn off the device to get the option to remove it. Hold both buttons till the screen turns black and let go. Then you can remove the device from your account.
