Q: I updated to ios 9 on my ipad 2 how to fix?

After i updated to ios 9 on my i pad 2 i tried sliding to upgrade but the screen is just frozen now what can you guys do to fix the problem or what can i do? I tried backing it up but my laptop doesn't let me download itunes.
