my iPhone 6 has no more issues.
my iPad Air 2 has no more issues - but I lost all of my books and notes on iAnnotate. I had to manually transfer all of my PDF textbooks from my Mac Book Pro using Air Drop which did not have any of the edits from reading/studying these on my iPad these past 6 months. Very disappointing.
Here is how I resolved everything:
In General Settings:
turned off "Handoff and Suggested Apps"
turned off "iTunes Wi-Fi Sync"
In Privacy:
turned off "Location Services"
in iCloud:
Turned off "iCloud Drive"
Turned off "Photos"
Turned off "Backup"
Turned off "Keychain"
Turned off "Find my iPad"
I left on: "Mail, Contacts, Calendars, Safari and Notes"
in App & iTunes Stores:
Turned off "Automatic Downloads" for everything
in "News" App: Off
In essence, I had to tell my iPad to stop connecting and searching for Apple's iCloud features that are supposedly built to "help me", but in actuality are meant for Apple to collect my data to sell and market to me. Just like Windows, they are not happy we bought their devices: they want more of our money. Greedy buggers.
my iPhone 6 and iPad Air 2 do everything manually via USB Cable when I feel like doing them and only when I push them. I am in control of my devices again, the ones I shelled out mucho bucks. They are my devices, Apple. I bought them. Keep your paws off of them

Sep 25, 2015 8:15 PM in response to wjdcrby Tmitch1390,After "updating" to 9.0.1 my phone is no better off and have shut down everything that wjdcr describes above. The phone still freezes, though not as much. I'm really disappointed with Apple at the moment.
Anyone reading this who haven't "updated" to iOS 9, a word of advice: DON'T. Just don't.
Fix this **** Apple. I've about had enough.

Sep 28, 2015 8:36 AM in response to Highwaystar79by boriana89,Hello, same thing happened to me.I updated to the new iOS and my phone has been freezing on and off and just randomly restarts.. mostly at night until last night... the screen went black as I was listening to music and the phone has not been able to do ANYTHING since!! Does not register when I try to force restart, does not register when I plug it in to charge, does not register when I plug it in to iTunes. It is completely FRIED! Im about to take it to the apple store and raise havoc! This is ridiculous!!!!!

I think that I resolved my issue after I turned off the "Handoff" option.
- Settings -> General -> Handoff & Suggested Apps
- Turn off both "Handoff" and "Installed Apps".
I will let you know if it works during the rest of the week.

Sep 28, 2015 10:30 AM in response to Highwaystar79by shudson310,I got help from Apple Support, but the only solution that worked was doing a factory reset on the phone. I lost all of my prefs and local data, but it worked. Haven't experienced further issues.

So, I turned off some services in order to resolve the issue.

Go to settings Restore back to Factory Settings
Do this over your WiFi this will get rid of any bugs .
Set back up over your WiFi .
Use same Apple ID to get your apps /data back .

Not understand why Apple have no solution for their firmware???? You not even can connect it back or restore from itune, why? I cannot go to any apple store down here, how can I do?

I had the same issue with my iphone6 64Gb.
Fortunately Apple has released a newer 9.0.2 version, which in case you can't use "settings" option in your phone because of screen freeze issue, connect the same to your laptop & upgrade to the latest version via itunes. Hope this should help.

Mac App StoreYikes! I hope it doesn't come to that. I agree with the "stop marketing me" sentiment but rely on iCloud backups. I'm not at one desk or even one location for hours so without auto backups my life would be spent constantly manually backing up. Thanks for the suggestions though. Until Apple gets this fixed it's better than what I had which was a pretty expensive brick.
