It doesn't work i did exactly the same , but no change
i restart the iPhone but no change either .
I fixed this problem by heading into the Contacts App, click on Groups and choose to ‘hide all contacts’ then switch back to ‘show all contacts’.

Thank you! This worked for me: Open the CONTACTS APP then click on "Groups" in the upper left corner, then choose "hide all contacts" and then switch back to "show all contacts".
I encountered the exact same problem. Spotlight Search didn't show Contacts after iOS 9 was installed. The solution offered here worked.
Hello everyone. I've had the same problem on my iPhone 5s running iOS 9. The above solution doesn't seem to fix this problem for me. Spotlight worked well before iOS 9. Any other suggestions? I've already tried turning off and on "contacts" under settings, spotlight search
It's not turning off and on "contacts" under settings, spotlight search. It's loading the Contacts App, click All Contacts (if necessary), click Groups,click Hide All Contacts and then Show All Contacts.
It should also be pointed out that I have had to REPEAT the solution "open contacts app, click on groups, choose "hide all contacts" then choose "show all contacts" on occasion. Not sure if latest update fixed this or not but if this fix doesn't "Stick" I have found repeating it to work. 🙂
I have found the "contacts, hide all, show all" solution has STOPPED working for me. The workaround is to search contacts alone when searching for a known contact. Weird...
I turned off contacts then turned off my phone restarted phone turned on contacts turned off and then restarted the phone and that works for me
I continue to see this problem. Hard resetting phone (hold power and home buttons) works, for a bit. Turning everything off and on in search settings worked, for a bit. Doing the group switch worked, briefly. But the main issue seems to be with top hits, which sometimes displays contacts but is NOT the contact results. So even when I get contact results it is often top hits, not contacts, and there's no section of the search results for contacts.
Only way I've gotten contacts to show up consistently is to turn off everything else in search. Then contacts works.
It works sometime and sometime it doesn't. and frustrating is it keeps on repeating. How many times you'll do show hide contact. Apple should fix the bug immediately. I expected that on 9.0.1. But apple is not listening at all.
Thank you so much. I managed to fix the problem. I did this by going to Settings, General, Spotlight Search, then turning everything off. I then went back to my home screen and into Contacts, Groups, Hide all contacts and hit Done. I quit the application and did a hard reset. Went back into spotlight search under settings and turned on Contacts. waited for about a minute and this fixed the problem.
I've had the same problem on my iPhone 6 running iOS 9.0.2
The above solution doesn't seem to fix this problem...
Where is the support of APPLE???
TThe solutions mentioned above are not working for me as well, please do let me know if you find any solution . Don't want to change the phone because of this issue.
