How can I access my photo stream with iOS 9? I have my iCloud Photo Library enabled but the album isn't in my camera roll.

That's because when you upgraded to iOS9 and activated the iCloud Photo Library, the way photos are displayed changed. At the bottom of your screen you'll see tabs for Photos, Shared and Albums. Click the Photos tab, and at the top of your screen you'll see Collections. Tap that, and you'll see Years. It's different, but it works OK. I didn't like it when I lost Photo Stream, but you know what, you don't need it really. :-)

I know it's a rhetorical question, but, why use the term "My Photo Stream" in the settings for your product (Photos, in both iOS and OSX), yet have no folder (or similar) with that name anywhere in the GUI of that product? It's baffling.

Worse, the tech document published by Apple (Delete photos from My Photo Stream - Apple Support) describing how to delete photos from My Photo Stream fails to accurately describe the process. It seems as though it were written for iOS 8, but it was last updated on January 25th, 2016!
