Q: iPhone 5s, can't restore iPhone after ios9 update through itunes.

I have tried restarting and restoring via backup, however i am needed to turn off Find My iPhone to do so and I have tried via the iCloud website (I am dubious it has worked) but can't do so on my phone (which it is asking me to do) as it's stuck in the setup part of the updat so I am unable to access settings, the complete restore button won't work either on iTunes and my phone is now stuck in a cycle of freezing and being restarted. Any ideas? or should I take it into a shop?
