It sounds like you are trying to enable cellular data for your apps and have gone all the way through restoring to factoring settings but they will not stay on. If after you restored to factory settings you had restored from a backup that could reintroduce the issue. I would restore as new again, but test it out before restoring your backup:
Use iTunes to restore your iPhone, iPad, or iPod to factory settings

One problem though, there is data on my phone that I do not want to lose (Speficially photos, contacts, and notes). So if you could show me how to load those onto my phone after I restore without a backup that would be fantastic. Thank you

Import photos and videos from your iPhone, iPad, or iPod touch to your Mac or Windows PC
To import your Contacts you can use this article to sync them to your computer either on a PC or Mac using the Info tab in iTunes when you have the phone connected:
Sync your iPhone, iPad, and iPod with iTunes using USB
If you use iCloud your Notes are saved there as well so they don't really need to be backed up in that case. If you still want to back them up then this article will help you do that:
Archive or make copies of your iCloud data
Notes
To copy notes, open the Notes app at iCloud.com. Copy the text of each note and paste it into a document on your computer, such as a Pages or TextEdit document. Save the document to your computer.
If not then you would need to copy them and either email them to yourself, message them, or paste them somewhere you can access them on a computer to copy them.
Even after all this is backed up somewhere, I would highly recommend making just one more backup of your device to have a current backup just in case.
