Q: frozen on swipe to upgrade screen

upgraded software on ipad. now i am stuck on swipe to upgrade screen. tried to factory restore in itunes twice and does not fix.

If the Slide to Upgrade screen won't go away after you update to iOS 9 - Apple Support
