Your friend MUST have a newer iPad Mini 2 which is compatible with the new features listed.

The first generation iPad Mini does not support any of the newer features as listed by Apple in my reply to you.

That is not an Apple site. It does show the devices that are compatible with iOS 9, which is accurate, but it does not show that not all iOS 9 featrures are available on all devices.

Interestingly, I read the list of new features and which devices they would work on, but in my case I've updated to iOS 9 on my iPad 3 and Siri is available and working.

The iPad 4th Generation and 3rd Generation are very similar. If your iPad has an old 30 pin Dock Connector (the wide one), it is a 3rd Gen. If it has the new small Lightning Connector, then it is the 4th Gen.

Yep, when I updated to iOS 9 and Siri was still working on my iPad, it has always worked, I went to Apple's identify your device website and confirmed that I have an iPad 3 (Model number and it has the 30 pin connector).

Since Siri had always worked on this iPad I really couldn't rationalize why it wouldn't work just because I was updating to iOS 9. Anyway, it works on my iPad 3 despite Apple's disclaimer!
