I see you are a new user here in Apple Support Communities - welcome! I hope we find you contributing often in the future.
It is not clear from your post whether you get to the point that your iPhone is displaying the "Slide to Upgrade" message, but if you are you should follow the steps in this article - If the Slide to Upgrade screen won't go away after you update to iOS 9.
If not, then you will be better served by this article - Resolve iOS update and restore errors in iTunes.
It would be great if you could tell us if either of these resolves your issue. Of course if the issue persists, post back here again and we will continue to assist.

Sep 21, 2015 2:17 PM in response to habnik96by JayBeeGDS,I Had similar problem. Go to the store to have them reset. You will lose all content unless you saved before loading iOS 9. I hope this helps.

Sep 22, 2015 1:20 AM in response to JayBeeGDSby hickson87,★HelpfulI am having the same issue. my phone doesn't go to the slide to unlock screen. it has the apple icon. and the progress bar under it. it loads to a point then shuts down. then starts up again. as I typed this it did it again. I tried a restore of my phone but it didn't seem to help. when I loaded the back up file it just did the same thing again. as it was doing prior to the restore.. gonna try a restore again and start the phone as new. then try and load my back up onto it.

Ok ill give you more details about this issue, the problem is that when i got the message from Apple on the phone to update to IOS 9 so i proceeded to the update. took sometime so i waited. then i realized the loading bar with the apple logo above the bar. That the bar stops at around 30% then it keeps restarting doing the same. i tried all the things like charging it in-case not enough battery but when i charged it still not working,
