A possible fix is as follows:
Launch Terminal app and enter the following command
sudo /usr/libexec/xpchelper --rebuild-cache
followed by the Return or Enter key.
Reboot and try again.

I tried to shut down the mac and the program after inserting the code in the terminal. It didn't work.
How do I reboot?

I moved some raw files from my GH3 and GH4 on to a SD card and tried to import to Photos. The files were in the same folder but only the GH3 raw files were imported so I obviously thought it had something to do with the GH4 converter in Photos.
Then I moved all the Photos to the DCIM folder on the SD card and suddenly it works. Go figure...

In the future you may want to copy the files from the memory card to a folder on the Desktop first and import from there.
