I can log in as an Administrator elsewhere in System Preferences but this panel always shows as locked.

Sep 20, 2015 5:50 PM in response to JohnnyCanuck1by Rysz,On the previous screen, after you clicked on the Downgrade Options button it normally asks for your password. Did that not happen?
You can also select the lower plan on that previous screen, then the Next button will become active. If you click on that, the next screen will ask for your ID and password.

I had this issue and so scheduled iCloud support to call me this morning which they did immediately. The agent told me that because my 200gb plan was current it couldn't be changed by using the "Done" button which is odd as it was set to auto-renew and would therefore always be current.
The fix was for the agent to cancel my current plan whilst I was on the phone and I was then able to buy the new reduced storage plan. Seems a faff but it's fixed it.
