Chrome wont work on mobile data?

Hi everyone,

I Have a problem with "use mobile data for" that available under "mobile data" settings, when I try to use the toggel button under this use mobile data for settings it shows as if it moved from disabled to enabled state but once I go out of settings screen it toggle back to disabled state automatically.

so this makes my chrome work only on WiFi because its can not be enabled on mobile data.

Nor only chrome FaceTime also have same problem.

please help
