I'm running Windows 7 - 64bit, and I've already checked and I'm up to date on system updates as of (9/20/2015). I've followed the instructions on the two links above 3 times now.
This procedure did not work for me either. What finally worked was to right-click on the downloaded install file and click "Unblock". I then installed using "Run as administrator" and I didn't have any problem.
