Here is Apple’s suggested fix: If the Slide to Upgrade screen won't go away after you update to iOS 9 - Apple Support.

If you have no success with the above then sign into your iCloud.com page, click on the Find My Phone icon. Click the Devices button, click on your device’s item, then remove if from the list if it is inactive. If your device is active when you click on it, then click on the Erase icon on the bottom right of your device’s displayed window. You should then try this:
Placing your device into recovery (DFU-Device Firmware Upgrade) mode:
Follow these steps to place your iOS device into recovery mode. If your iOS device is already in recovery mode, you can proceed immediately to step 6.
1. Disconnect the USB cable from the iPhone, iPad, or iPod touch, but leave the
other end of the cable connected to your computer's USB port.
2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds
until the red slider appears, then slide the slider. Wait for the device to turn off.
* If you cannot turn off the device using the slider, press and hold the
Sleep/Wake and Home buttons at the same time. When the device turns off,
release the Sleep/Wake and Home buttons.
3. While pressing and holding the Home button, reconnect the USB cable to the
device. The device should turn on. Note: If you see the battery charge warning,
let the device charge for at least ten minutes to ensure that the battery has some
charge, and then start with step 2 again.
4. Continue holding the Home button until you see the "Connect to iTunes" screen.
When this screen appears you can release the Home button:
5. If necessary, open iTunes. You should see the following "recovery mode" alert:
6. Use iTunes to restore the device as New.
If you don't see the "Connect to iTunes" screen, try these steps again. If you see the "Connect to iTunes" screen but the device does not appear in iTunes, see this article and its related links.
Note: When using recovery mode, you can only restore the device. All user content on the device will be erased, but if you had previously synced with iTunes on this computer, you can restore from a previous backup. See this article for more information.

Sep 20, 2015 8:00 PM in response to Kappyby dreaming820,What if, everytime you press "restore from back-up", a pop-up ( I tunes 12.3.1) says to "turn off 'find my I phone' in I cloud via I phone"? this is obviously impossible. So I'm stuck at this step. Updated I phone 5 from IOS 7 (not sure which exact version) to 9.0. Restarted laptop. Installed I tunes 12.3.1. But still the "find my I phone" issue! Also tried the "hold for 10 seconds" advice (it eventually goes back to the 'slide to upgrade' screen). But my issue now seems to be the 'find my I phone'. I also logged into I cloud via browser on Laptop and made sure my phone is NOT in I cloud at all. But the pop-up still occurs! any suggestions?

Sep 21, 2015 12:52 PM in response to Kappyby emmecomme,Hi! I've been stuck since this morning, trying to restore from iTunes as explained above...
But each time, before the restore, I get this message on my Mac's screen: 'To allow access, please respond on your iPhone..." Which I can't do of course, as my iPhone is stuck...I'm getting nuts... Nothing to do about this?

someone has said (in the comments) that even if you complete factory reset,
restoring from back-up may not work “because it reinstalls the glitch”. Any comments
on this? I hope this isn’t true or true for everyone, as I hope to get my
back-up onto the phone after factory reset. The back-up (in my case done from
my IOS 7.0, and using the last version of I tunes before I installed the new
one as part of trying to resolve the IOS 9 “slide to update”) should be
independent of any ‘glitch’ associated with the ISO 9.0 update, right? -
Sep 22, 2015 10:44 AM in response to Papowby karkiainen,Problems with FIND MY PHONE kept preventing me from restoring. Had to go into the store and have them bring back to factory. When I got home, my from computer back-up wouldn't work. So my only solution was to have them fix it at the store and now I have to rebuild from scratch, oh well! It took me days to get an appointment and then they acted like, "oh, that's weird that you have that problem." I WILL NOT INSTALL ANOTHER UPDATE! And when I asked if they had this fixed, he showed me the document from apple about restoring using iTunes that doesn't address the FIND MY PHONE problem. He again said, "oh, I didn't know there was a problem with FIND MY PHONE."
