Q: Iphone 4S IOS9 Problem

I downloaded and installed ios 9. It said that the installation is already complete and I was made to choose the network where I will connect. After that, my phone got stocked on the Slide to Upgrade and it won't budge even after rebooting for the 9th time. please help.
