If you want to browse photos i iCloud, consider to import them to the Photos.app and to enable iCloud Photo Library. Then the Photos.app in iCloud will show you image thumbnails. Or, if you do not want to use Photos on your Mac, use the Photos.app on iCloud to upload the photos.

When I look at photos on iCloud Drive using my iPhone, quite a few are showing an image thumbnail, but the same photos are showing just a generic icon, when I view them on https://www.icloud.com/#iclouddrive or in the Finder on my Mac in the iCloud Drive folder.

I have enabled Photos in iCloud library but this does not solve my problem. What I am looking for is to have all my 100GB photos collection in one place and access it on the go through my 16GB iPhone and 64GB iPad. So iCloud auto sync is not working for me.
Is there another way to do it using Apple apps? I prefer not to use non-Apple implementations.

Yyes, I think you are correct, iCloud.com does do some things differently than the iCloud Drive app (such as aliases)
iCloud drive shows only generic preview of pictures
