Q: iPad failed to complete setup / frozen at "slide to upgrade" screen after updating to iOS9.0

My iPad failed to complete setup as it was frozen at "slide to upgrade" screen. Force restart may get to Wifi setup page but the "slide to upgrade" screen will appear again and freeze. I also tried unplugging the cable and then re-plug while pressing Home + Sleep/Wake buttons until I see iTune logo but it failed too. I tried to restore from backup using iTune but it asked me to turn "Find My iPad" off from my device which I cannot do as the device is not fully set up and operational.

I can see from iTune that the update was successful but the device cannot be setup / used at the moment.

Anyone having same issue / solution?
