Q: My daughter iPhone 5C is completely locked up after downloading iOS 9?

My daughter updated her phone to the new iOS 9, it is now locked at "slide to upgrade screen", really disappointed in Apple!!!!! We have tried several actions, 1. hard restart, 2. connected to itunes to restore 3. Find my iPhone app will not allow restore 4. We cannot turn it off because the phone is locked up!!!

You are not alone. A number of people had this happen to them. Apple has since released the 9.0.1 update to resolve it. Here are the instructions:
