I think that article is dated. The problem occurred in the past couple of days. iTunes was working with my phones 3 days ago as the activity log showed. I think the problem is with the last iTunes update.
There are numerous posts from people with the same problem.
Apple needs to fix the problem and release a newer version of iTunes.

Sep 25, 2015 11:49 AM in response to AlexWLauby mot8112,Same problem with iTunes 12.3.0 and iPhone 5s running the 8.1, and installing iOS 9 didn't fix the problem so I suspect the iTunes update does not like Windows 10!

Do I delete the iPhone driver and then reinstall it? Please elaborate.

Close iTunes
Open Control Panel
Go to Device Manager
Drop down Portable Devices
Right click on Apple iPhone
Select Properties
Select Driver tab
Click Update Driver
Select Browse my computer
Click Browse...
Go to C:\Program Files\Common Files\Apple\Mobile Device Support\Drivers
Windows does the rest
Plug in iPhone...

Sep 25, 2015 4:08 PM in response to Kevin_xDby sinhing,This does not work for me as the PC will prompt this is the latest driver. My PC is running Windows 10 with the latest update.
The PC will recognize my iPhone but not the iTunes.
I am using iTunes and iPhone 6 Plus with the latest update.
Appreciate your advise. Thanks!

Don't get confused if the article subject does not include Windows 10. This was created way back before when Vista was first launched but this is applicable to Windows Vista, Windows 7, Windows 8, Windows 8.1, and Windows 10 OS.
Please be reminded to read the article very clearly since the uninstallation of iTunes and its related components should be "in order". Failure to do so will lead to possible errors and/or issues.
