1. The phone is 'locked' (tied) to a particular service provider and you want to change it. (Only the current service provider can unlock it).
2. You have set a passcode and forgotten it. You will need to reset the phone completely and restore from your backup.
3. The phone is second-hand (used) and is asking for an Apple ID (shown partially), which is not yours, in order to activate it. Only the person who set up the activation lock can unlock it. There is no other way around this and without this the phone is permanently useless.
