    I HAVE A SOLOUTION!!!!!

I have called up apple helpline. Today I have had my iPhone 5c fixed from this problem and when I plugged it into iTunes a few hours later, the same problem occurred not enabling me to swipe my phone again; this got me very angry. Once I called up, they helped me within 20 mins. They informed me that it was an IOS 9 iTunes fault/bug; to restore your phone back to use, you will have to set it back to Factory mode which will wipe the phone clean (as if it was a new one from the factory); they make this very clear.

They then instructed me to UNPLUG my phone from iTunes and press both the lock button and home button down together for about 30 seconds. On mine, it switched off, started to switch back on again then went to a black screen. Once you've done that you then want to hold down just the home button for 30 seconds but about 5 seconds in to that, you want to PLUG THE PHONE BACK INTO ITUNES. It should then bring up a notification in iTunes to restore the phone; if it doesn't, repeat the process (this is what I had to do). Then select the option to update and restore to the factory settings and wait for iTunes to finish loading etc. (the blue bar on iTunes) and for your phone to buzz and ask you to swipe. At this point I unplugged my phone and all was ok!!!

I really hoped this helped and wasn't too complicated to follow along!! if so, ring up the apple helpline which is shown when you type in APPLE in GOOGLE and then you can speak to a person 1 to 1. hope everything goes well for everyone!!

PS!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! DO NOT PLUG YOUR PHONE BACK INTO ITUNES UNTIL YOU CAN SEE THE NEW UPDATE FOR IOS9.01 BECAUSE THE BUG WILL RETURN TO YOUR PHONE AND THE WHOLE PROCESS OF RESETTING WILL HAVE TO HAPPEN AGAIN!!!!

So did it wipe all of your contacts and pictures and everything else clean? I've foolishly never done a backup on my computer so I would probably lose everything, correct?

Yes, resetting the phone back to factory settings will wipe all info and without the backup data all settings, app data and content of the camera roll will be gone as well.

If you are syncing your contacts, calendars or mail to iCloud, you can log into your iCloud account again after setting up the phone manually and the info stored in iCloud will be synced back to your phone.

Photos are only synced back if you have activated the photo stream in iCloud.
