Since updating to IOS9 on my iPhone 5s I can no longer receive calls or make them. I have restarted my device on 3 separate occasions since the update and it's now intermittent. Any ideas?

Did you also reset the phone by holding the sleep and home button for about 10sec, until the Apple logo comes back again? You will not lose data by resetting, but it can cure some glitches after installing new software.
If this does not work, did you check for carrier updates?

Next step after that would be setting it back to factory settings, without using the backup data and adding the personal info manually. If you can make calls after that, use the latest backup to restore from.
