Thanks for using Apple Support Communities.
I see from your post that you're trying to use the Assistive Touch feature to rotate your screen. This feature has not been removed from iOS 9, and can still be found by going to Device > Rotate Screen when using the Assistive Touch menu.

As I posted the function is still there in the Assistive Touch menu, and it should still function as you tap on rotate right, left, etc. Please make sure the app you're in supports rotation. If you continue to have issues with it, then I suggest getting in contact with our other support staff by using the link below.

Nov 6, 2015 11:31 AM in response to alex_h1by Anh Duy Vu,I guess that he forgot one point : rotate screen do not work when the function Lock screen is ON. It's the difference. In older iOS, we can manual rotate screen even when Lock screen ON.
