Perhaps you need to let the watch fully charge first. I had a similar trouble after the iOS9 upgrade, and it rectified itself, after the watch was fully charged.

Apple, seriously ... you need to inform people on the iPhone Watch app that these steps require this much time. How does Verifying ... take an hour? -
Sep 21, 2015 2:12 PM in response to justjill3by Red.Dogz,I Have 2 watches. First one said 4 hours at first, until it settled in a bit. Second one started out at 2 hours. Both were done downloading within 2 hours and took an additional 40 or so minutes to actually install and restart.

Sep 21, 2015 2:22 PM in response to justjill3by Harry949,Started mine 3 hours ago. It got to the "Verifying" step and hung there for over an hour. My iPhone crashed a few minutes ago. I'll try again in a few days when I have all day to screw with it.

Sep 21, 2015 2:42 PM in response to justjill3by Robert Rogers,Did the hard reset and than went back to my iPhone, and went to software update, which went to looking for update, and screen reverted to verify than installing.. Now see the apple logo and the install circle with small hash marks around the "clock".
