No vibration (buzz buzz) when I charge my phone

After getting iOS 9 my phone wont vibrate when I put it to charge. i know that when your phone is on silent and you put it to charge it's supposed to vibrate but mine doesn't and just shows its charging. Isnt it supposed to vibrate or no ?
