ios 9 stuck at upgrade screen with iPad

iPad mini of my son is stuck at "Swipe to Upgrade" screen - we followed the directions but it comes up in iTunes with a message asking if it is okay to connect to the iPad - we answer continue and it states to confirm on the iPad which we cannot do as it is stuck at the Upgrade screen
