Q: i have lost my ability to sign into apple id to icloud  Where do i got to get this fixed

I went to sign into my icloud account and my id, password and security questions were all tampered with.  When I updated to IOS 9 the phone number was changed and that was the tip off.  Apple support could not see the hack.
