Is there a way to fix this? If so what are the steps?
Or is this a backup the phone and restore it to see if it clears up the issue?

Force restart your iPhone.
Hold both the Sleep/Wake and Home button for at least 10 seconds, until you see the Apple logo.
Then try rotating in apps.
Restoring from a backup might re invite the problem all over again. Better to troubleshoot.
If a force restart does not help, tap Settings > General > Reset > Reset All Settings
Then try rotating.
* No data is lost due to a reset

I tried the force restart and that didn't do anything.
I'm out of town for next several days so when home will attempt the backup and wipe clean and try fresh and see what happens.

After updating to ios 9 screen won't rotate in messages, Safari or Facebook apps - no the screen lock isn't on and I've turned the phone on and off... help??
