Will there be a community for El Capitan soon, while it is in Beta, or will that be created only after official release?
Same also, when will El Capitan be an OS option to tag on discussions?

It will only be created after official release.
It won't be available until the public release day at the earliest. Anyone discussing Apple beta software would be violating their non-disclosure agreement, so there is no community while it's in beta.
