1. If you have Find My iPhone turned on on the device, you can sign in to Find My iPhone on iCloud.com, or you can sign into the Find My iPhone app on an iOS device. Once you have signed on, you will see your device. Click on it to display your options, and then click on Erase. Once you have erased the device, you can remove it from iCloud. Then you should be able to restore it from your iCloud backup.

2. Take your device to the Apple Store so that they can help you to reset it, or if you know a friend who has a computer running iTunes, then follow the instructions in this article from Apple:

Apple is aware of the problem and will be resolving the issue in an update to the iOS (hopefully very soon....)
