So basically I'll be connected to wifi, I turn my personal hotspot on and it will automatically disconnect my wifi and use my mobile data.
Is there a workaround to this problem? I want to connect multiple devices through my personal hotspot and want to use my home wifi which has tons of data. My mobile plan has next to nothing and I always go over.

Well that was about as unhelpful as you could make it.
Using Personal Hotspot, you can only share a cellular data connection, you cannot share a WiFi connection.

I don't understand? You have wifi, but rather than connect devices to your wifi network, you want to connect them to the phone to share one single wifi connection? I guess I just don't see any point in doing that?
I cannot cannot more than one device to my wifi network. I live on campus at uni and they do this so students aren't sharing their accounts.
I thought a workaround would be to connect my iphone and then connect my other devices to that via hotspot.
Do you also have ethernet ports in the room? And do you have an Apple computer or laptop? You can share a wired network connection from most computers over wifi. Connect the computer to the network via an ethernet cable and then turn on hotspot sharing over wifi on it.
I have an ethernet port but my only apple device is my iphone. : /
