I am not having this issue, but working in a support field have never heard of such reports being an issue for customers so I thought I would take a peak.
Some things that came to mind on this were About iPhone Low Power Mode - Apple Support - iOS 9 introduced a feature called Low Power Mode, you can either enable this yourself through Settings>Battery or you will be prompted to enable it when your battery decreases to 20% and again at 10% if you did not enable it at 20%. As you see, it is listed that some visual effects will be disabled while this feature is enabled in an effort to save battery.
You can also trigger this to be toggled off through Settings>General>Accessibility under VISION. If you turn "Reduce Motion" on, you will lose those animations as well.
If none of you have contacted AppleCare Phone Support about this matter yet after reviewing my suggestions and finding your issue is still continuing, I would recommend you do so. As of yet, I have not seen a comment about anyone speaking to the people who make the product. That might me a start guys! Their phone service has been free for nearly a year now and they can gather logs and escalate tickets to Apple engineering to review for corrections. 1(800)275-2273
PS - If you can snag a video of the reproduction of your issue in the instance they might need it for further investigation, it would go a long way.
