IPad Mini apps grayed out and "Waiting..."

I updated my iPad Mini (an early model 32 gig) to IOS9 A few days ago. There were some problems with the restore getting stuck but eventually I got all the apps back and working. Now I've just reset (holding down locks and home buttons until apple logo appears) to try to fix a separate issue, and now most of my app icons are dark gray and when I select one of them it says "Waiting..." I'm traveling and away from our home computer and iTunes.

what is wrong and what can I do? Any ideas?

The apps are stuck in limbo and need to finish downloading.

Try tapping one of the waiting icons and see if you can pause it. If it pauses, tap it again and see if it starts to download again.

Turn WiFi off on the iPad in Settings>WiFi>Off. Then restart the iPad. Just a simple restart - not the reset that you used before. After the device starts up, turn WiFi on again and see if the apps start to download.

But... All these apps were downloaded and working fine. It was only after I performed a reset (while away from the network) that this happened.

OK - one of the gray apps is "Kindle". It's a grayed-out icon with caption "Kindle". If I tap it, the caption changes to "Waiting..." and nothing happens - even if I tap it again.

Note, as mentioned above - I'm traveling. I have 4G connectivity but am not connected to my home computer.

I don't know where you are traveling, but there is a 100 MB limit over cellular in the U.S. as far as I know, so until you have WiFi connectivity, you might be stuck.

The core question is why apps that were working fine for days after the update now suddenly go into "Waiting..." mode after a reset. They were already downloaded and working.

I wish I knew the answer to that definitely, but I would assume that when you reset the device, something went wrong. Way too simplistic, and not very technical I know, but that's the only thing that I can think of that triggered the behavior.
