iOS 9 slide to upgrade

I bought an unlocked 5s from US and have been using it in India since almost 2 yrs without any problem. When I upgraded to iOS 9, the screen got stuck in the "slide to upgrade" mode and I am unable to restore. The service center says they cannot do anything as the phone wasn't purchased in India. Please help.
