Q: I can't find gift card option in the payment options.

I am on my Mini iPad (iOS 9.0) trying to setup my Payment Information on my Apple ID section and I can't see any other options other than credit cards. I go to the View Apple ID in the iTunes & App Store, go to Account Settings and Payment Info (since I don't have Family Sharing no problem there), then under Payment Type I see Visa, MasterCard, Amex, Discover and None. Is there a way to add PayPal, or iTunes cards to use as payment for in-app purchases? I will prefer to use PayPal or go to a store and buy iTunes cards rather than use a credit card.
