No, Access is PC-only. Maybe that will change, but there's no indication it will. Also, the other Office apps will require an Pffice365 subscription.
No. There is no version of Microsoft Access that can run on a Mac much less an iOS device at this time.
Its very unlikely Microsoft would go to the effort of producing Access for iOS if they haven't done so for OSx yet at all.
If you need to run Access you need Windows whether on a PC or virtualized on a Mac.
