Q: Stuck on the screen like it trying to update.

Updated to IO9 a few days ago.  Last night the phone went to the screen like it was trying to updated again.  About every 5 minutes it flashes a blue screen and then goes back to the screen like it is trying to update.  Tried to connect to ITunes but it asks if I want to allow the computer to access the phone.  When I accept it then says, "to allow access, please respond from your Iphone"  Well I can't to that since it is stuck on the download screen.
