On Monday 21 of September i decided to updated my iphone 4s to ios 9, the updated began normal and everthing was going smoothly, then slide to upgrade came up, I slid the screen and the apple logo the a loading bar came up and it went back to the slide to upgrade and it has been repeating ever since

There was a new update (iOS 9.0.1) this morning that is supposed to fix that. See If your iOS 9 device is stuck on Slide to Upgrade - Apple Support
