If the iOS device you connected to the computer does not appear on this list, perform a force restart. To do so, press and hold the sleep/wake and home buttons simultaneously for at least 10 seconds. The force restart is successful when the Apple logo appears on the screen.
From here, the next step is to restore the backup. If you previously made an iTunes backup before you attempted to upgrade your device to iOS 9, you can use that backup to restore your device. Otherwise, click the Back Up Now button to make a backup of your device in iTunes and restore from that backup. A separate page on Apple's support website explains how to create a backup in iTunes.
This should do the trick, but it may not work for all iOS users. Apple is expected to roll out a permanent fix in a future iOS update, but for now it doesn't offer any alternative solution.

Sep 22, 2015 12:46 PM in response to mark 83by Shehrii ,Use these steps:
- Connect your iOS device to a computer that you've previously synced with iTunes. Then make sure iTunes is open.
- Select your device. If you don't see it listed, force restart your device by pressing and holding both the Sleep/Wake and Home button for at least 10 seconds, until you see the Apple logo.
- If you made an iTunes backup of your device before updating to iOS 9, restore your device from that backup. If not, you need to make a backup of your device in iTunes, then restore from that backup.
If you still see the Slide to Upgrade screen after completing the steps above:
- Restore your device. If you don't see your device in iTunes, or your computer won't trust your device, press and hold both the Sleep/Wake and Home button for at least 10 seconds, until your device restarts and appears in iTunes. When prompted, choose Restore.
- After the restore is complete, set up your device as new.
This will be resolved soon in an upcoming iOS update.
