It sounds like you have updated the phone but it seems to be stuck at a certain spot. If you are unable to get past the Slide to Upgrade screen then I would recommend this section of the following article to help get you finished up there:
If your iOS 9 device is stuck on Slide to Upgrade
If you already updated to iOS 9
You’ll need to update to iOS 9.0.1:
- Connect your iOS device to a computer. Then make sure that iTunes is open.
- While your device is connected, press and hold the Sleep/Wake and Home buttons until you see the Connect to iTunes screen.
- When asked, choose Update.
- Once the restore is done, finish the onscreen steps to set up your device.
Thank you for using Apple Support Communities.

Sep 27, 2015 1:33 PM in response to sterling rby PaulSoren,My issue after upgrading was with iTunes. I upgraded my iPhone 4S on Sat 09/26/2015 to 9.01. The upgrade took hours. My iTunes was 12.1 (or 12.01?). After the upgrade completed, iTunes could not recognize my phone. It displayed: The iPhone cannot be used because it requires a newer version of iTunes. Go to www.itunes.com to download the latest version of iTunes. I used the iTunes Help menu to check for an update, but iTunes reported no updates available. The web page was useless. It gave instructions to use the iTunes Help menu. I tried rebooting both devices and several other troubleshooting steps (Device Manager > Driver stuff, etc.). Nothing worked and then I got tired and gave up. On 09/27, a pop-up displayed indicating that iTunes 12.3 is available. I am downloading it now. The issue should be resolved after the computer is upgraded. iTunes painted itself into a corner: upgraded my iPhone but then was itself a version that was too old to communicate with the upgraded iPhone and then was unable to recognize or find the latest version.
