Q: Trouble with downloading new iOS 9 to IPad

I just updated my IPad with the new iOS 9 but now my screen shows swipe to upgrade. Once swiped I enter password then shows a black apple with loading bar underneath. The screen will go black after about 30 seconds and repeats the process again. Tried shutting down all the way and restarting but same issue. Any thoughts?

I was not able to connect my IPad to Itunes to click restore or the upgrade button because my IPad had not been connected to my computer before. Now when I connect, it tells me, "To allow access, please respond on IPad". The trouble is is that my IPad is still stuck on the slide to upgrade screen so I can not respond on it.
