cannot find apply pay on iphone 6, IOS 9

Do you see a plus sign in the top right hand corner when you open Wallet? If you do - click the plus sign and you should be able to add credit card information.

if i click the plus sign, there is no credit/debit card option. only scan code to add pass and find apps for wallet. is there. how can i get credit card option

I also have the same problem. All my phone settings for 'region' are on United States. My phone is an iPhone 6, IOS 9.1

You must make sure that you are set to a region which has Apple Pay. From your name it appears you are Chinese. So change your region to USA to enter the card info. I had deleted a card that was stolen and then tried to enter my new card but Apple pay was not listed in the settings as I had my region set to China. After going back and setting the region to USA Apple pay appeared again. It should stay there if you switch back to your region later. This worked for me.
