Q: Phone locking after ios9 upgrade

WWhile upgrading to ios9 it says upgrade successful side to upgrade it will not let me slide the icon

iPhone 5c, iOS 9

Tried this but it said to turn off the "find my I phone" so this did not work can't turn it off as I can't access phone!,

If your find my phone is on you should take your device to the local Apple store. They will offer you the best solution.
