How to fix cloud drive for pages on iOS9

When I open pages my documents aren't there, so I click the + icon and click cloud drive. It then directs me to settings where I can turn on iCloud under pages. When I go back to pages it tells me to do the same thing. When I go to settings, use icloud has been switched off agian.
