Can't delete web data in iOS 9

Since updating to iOS 9, I cannot delete individual website data. It looks like it is deleted but when I close Settings and reopen, everything I deleted is back.(Settings/Safari/Advanced/Website Data/Show All Sites/Edit/Delete/Done).


I'm not sure if Clearing History and Website Data works. It did clear everything but I have been on Safari since then but the same list keeps showing up and a lot are from sites I haven't been to. I have blocked cookies except for sites that I visit.


I have always deleted web data from the list line by line so as to keep data from sites I frequent, but it's not working with iOS 9 -- it keeps coming back. Is there a workaround for this?


I get the same result on my iPad Air (Wi-Fi only) and iPhone 5s. I am using a Wi-Fi connection for both.
