Hello Max. I had the same issue and was able to figure it out today. Go to Settings > General > Spotlight Search (Now scroll all the way down to "Spotlight Suggestions" and make sure your button is clicked green). My wife and I have the exact phone, exact settings and did our IOS 9 updates together but hers was defaulted to on and mine was apparently clicked off. Hope this helps.. 🙂

Double tap quickly on the Home button and swipe up all applications that appear there (the only remaining should be the main front page). Then do the following. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Ignore the "Slide to power off" text if it comes up. You will not lose anything. See it that helps. If not I can offer more time intensive steps to reset your system.

Max, at this point the only option that comes to mind is that you have a corrupted iOS. First, have you upgraded to 9.0.2? If not, do so now and check it out. If still of no help then do a full restore as per below.

Detailed Steps for a full Restore:

You could have a defective device or a corrupted system/app. Try doing a full Restore per the instructions below. If does not work, then your may have a defective device and would need to take it to an Apple Store or Authorized Dealer for evaluation. Hopefully the Restore will fix it.

Please follow the instructions in the article below. The process is rather straight forward as iTunes will guide you along the way. You will have to disable Find my iPhone/iPad first. Don't forget to set it back to On when you are through and also set Send Last Location to ON.

Connect your device to your computer. Then import all your photos from the device to the computer and copy all important documents directly to your computer as well. Then do a full backup to iTunes, just follow the instructions below. Then select Restore iPhone/iPad and iTunes will install a fresh copy of the current iOS and will erase all your data and settings. After iTunes has installed a fresh copy of the iOS, it will ask you if you want to set your device as New or restore from Backup. Choose From Backup. Restoring from backup will bring back all your Settings, Apps, Photos on Camera Roll, etc. You should not lose anything.

After completion check to see if works. There is a possibility that restoring from the backup may bring back some system/app corruption. If this occurs (unlikely) you would have to start over again, set it up as New and install all Apps manually (a time consuming process). You would also lose your photos and documents so it is important to back them up first as I mentioned above. I have done this procedure many times in the past and restored from backup with no difficulties - it takes 30-50 minutes.

thanks elcpu but restoring from an old backup didn't solve anything. also upgrading to iOS 9.1 hasn't changed anything

I haven't tried the set up as new phone options yet because I will get my iPhone replaced by apple this weekend (due to a hardware problem).. hopefully this will help...
if not: I talked to a senior staff member of apple and they told me that it is always a better way to do a backup on iCloud as it is not mirroring your entire phone as it happens with an iTunes backup..
so maybe that would be another option before actually setting up the device as a new phone and install everything manually..

Hi guys,

if some of you still have the same problem I have some good news. I am happy to tell you that I solved the problem by playing around with some settings when I was bored 😁

In Settings => Mobile Data I toggled the mobile data usage for the News appoff and then right back on.

And then voilà it worked!! I can see now some news article suggestions 🙂

Hopefully it does the same effect for you!
