MY wife's new iPad mini 4 will not allow changing the home screen orientation by twisting the device orientation.
IT will change once in an app, but not on the home screen with all the icons. We tried turning orientation lock on and off - no love
is this a new "normal?"
is there some where other than general settings to go to change this...
very annoying...

In your home screen swipe from the bottom of the screen up to open the Control Center then tap the Orientation Lock icon once.
If you've verified your Orientation Lock setting in the Control Center a outlined by Carolyn, try a Forced Restart of the device:
Force Restart (won't affect settings/data/music/apps/etc)
1. Press and hold (& continue to hold) BOTH the Sleep/Wake button & the Home button.
2. Continue to hold BOTH (ignoring any other messages that may show) until you see the Apple logo on the screen.
3. Release BOTH buttons when you see the Apple logo and allow the device to boot normally.

II've tried force restart, full reset, checked lock too but iPad mini still stuck in portrait, can't use it properly at all now, too expensive an item to be unable to use it, anyone anymore ideas......desperate thanks
I found this to be the case virtually every morning when I first use the iPad. I have to reboot it (standard not hard reset) to get orientation to work correctly. This started with IOS 10.1.1. Reboot cures the problem for another day.
